What appears to happen is a shutdown command (shutdown -r -t 600 -c "message I can't remember") is sent to all PC's in a lab and upon restarting, Rembo runs. It seems to be common knowledge that shutdown -a aborts the shutdown if you happen to be logged in for that 10 minutes.
The shutdown request is rejected if a current shutdown is in progress. Therefore by running shutdown -r -t 999999 when you first log on, you block the request sent out to for a machine to reimage. This is advantageous if you aren't in the labs when Rembo is due to strike you down.
According to the link provided in the shutdown box that announces Rembo's arrival, use of this information is misconduct and may result in bad things being done to kittens or something. So don't do it.
